[6245] Principal Technician (Tempest)

Duties & Role

• Organize, lead, plan, direct, control and coordinate all activities related to the TEMPEST Level Testing programme.
• Direct and oversee the installation, modification, certification and maintenance of the TEMPEST testing facility.
• Perform TEMPEST Level testing of Commercial Off-The-Shelf (COTS) data processing equipment in accordance with SDIP 27 standards for systems processing information classified NATO CONFIDENTIAL and above.
• Provide technical subject matter expertise across all aspects of TEMPEST Level testing.
• Execute testing and evaluate Electric Radiation (ER) signals for Compromising Emanations (CE) to assign the appropriate SDIP 27 TEMPEST Level B or C rating.
• Investigate compromising emanations that could disclose classified information from communication and information systems equipment.
• Conduct acceptance testing of TEMPEST-certified equipment supplied by NATO-authorised vendors to verify compliance with SDIP 27 ratings.
• Maintain expert knowledge of relevant NATO SDIPs and Agency Directives, including SDIP 27, SDIP 28, SDIP 29, AD 08.05 and AD 08.06.
• Liaise directly with the NATO Cyber Security Centre on TEMPEST-related technical matters.
• Manage technical tasks efficiently to ensure delivery against agreed schedules and deadlines.
• Provide technical and logistical advice to senior management and initiate actions to achieve maintenance and project objectives.
• Develop test plans and testing methodologies to optimise analysis and testing configurations.
• Apply a structured approach to problem solving while quickly assimilating and implementing new technical information.
• Develop new measurement techniques for testing emerging COTS equipment.
• Ensure TEMPEST laboratory equipment remains operational, calibrated and compliant, while maintaining all required documentation.
• Manage turnaround times for equipment submitted for TEMPEST testing.
• Support the scheduling and tracking of CSSC activities for operations, exercises, projects, Static CIS and Deployable CIS (DCIS).
• Assist in planning, supervising, coordinating, monitoring and reporting technical work in accordance with Agency, military and industry standards.
• Conduct quality control inspections within the TEMPEST subsection.
• Recommend replacement or additional equipment required to support technical operations.
• Investigate new equipment, methodologies and training opportunities for submission to the Section Head EMTS.
• Produce TEMPEST test reports and maintain the standalone database of test certificates and measurement results.
• Mentor and provide technical familiarisation to less experienced technicians.
• Deputise for higher-grade personnel when required.
• Represent CSSC at NATO TEMPEST Symposiums, Steering Groups, Boards and Conferences, liaising with NCI Agency entities and customers as authorised.
• Perform mandatory electrical safety inspections to ensure regulatory compliance.
• Undertake additional duties as required.

Requirements

• Active NATO SECRET security clearance.
• Higher vocational qualification in a relevant discipline with at least 3 years' relevant post-qualification experience, or a secondary education qualification with 5 years' relevant post-related experience.
• Experience within Computer Science or Information Technology.
• Ability to analyse and resolve complex maintenance issues.
• Advanced theoretical and practical knowledge of:
o SDIP 27 – NATO TEMPEST Requirements and Evaluation Procedures.
o Spectrum analysis.
o Radio Frequency (RF) and modulation measurement techniques.
o Electromagnetic antenna theory.
o Antenna and wave propagation.
• Good understanding of IP networking fundamentals, including Local Area Networks (LAN) and Wide Area Networks (WAN).
• Proficiency in the use of standard test, measurement and diagnostic equipment, including testing against technical specifications.
• Experience configuring LANs, routing technologies and foundational cyber security controls.
• Working knowledge of ISO/IEC 17025 and relevant international standards and procedures.
• Background in CIS support and maintenance with a strong understanding of CIS infrastructure.
• Experience working with databases, including SQL and database structures.
• Knowledge of Electromagnetic Compatibility (EMC) laboratory measurement theory.
• Certified TEMPEST Testing specialist for CIS equipment, or an equivalent recognised qualification.
